Initially I had my doubts about Windows 8, but since my PC had it in default, I got used to it.
Also, for those who came directly from the XP era to 8 (like myself) the usage of the Classic Shell program add-on really made everything SO MUCH EASIER.
To the point that I completely forgot I was in Win8 and not XP anymore.

Could you search @ the app Store.
Search for PSO 2 Alert.
@Devcenter it says W8 and 8.1 -.-
It's in Portuguese, but I believe it's understandable.

Maybe it's the language... Is it defined in the store for English only or is it available for all languages?
EDIT: If you can, see if you can send me the app in it's appx form so that I can try to install it without using the store.

Notifications are an integrated service by Win8.
So you don't need to run the app to get the notifications.
They have some limitations so they can only use System sounds.
Currently it is set on the Windows-Sound of the calender reminder. If you Change it you will hear your Sound. I can creat an selection of the available Windows-Sounds?

Just the fact that it's installed, it will always notify me 15m before each EQ?

No, I think that is quite q good "source-of-sound" selection.
If I change the sound I want in there, it will change the sound the App will play, right? Since the app uses that source?

Does it work if the game is running?
It haven't popped for a single event for me yet.
My time is UTC-3 (configured for summer/daylight saving time) and it's set for ship 6.
