what are the chances of getting a rare Item?

I've recently read that there are certain requirments to get rare items (ugh)what are they I've only found 1 rare weapon beside the one you get in quests(suprresedhandgun and I gave it away I couldnt use)and 1 rare armor (invisible shield)I've gotten most of my better items from friends (thanks dark spy and anotsu)but havnt gotten many of my own what do I do ??????!!!!!!

I heard the chances of getting a rare item depends on what ENG you using. For example say you are Bluefull (or whatever) you might not find a Varista but a YellowBronze (or whatever) can. Sorta like Pokemon.
