Problems connecting to pso2

Friend is having problems getting on pso2. Looked around on here for quite a bit and haven't been able to fix it.

When he tries to log in all the servers will be unknown and when he selects one it gives him error 230.
We have tried almost everything we can think of and anything we have found on here. Flushed DNS, re-installed entire game, tried all of the troubleshooting in pso2 Tweaker.
Hes tried connecting with and without a VPN. Tried two different VPNs(one of which im connecting to the game successfully with).

Any help would be appreciated.

Still having problems, no idea what is even wrong as everyone else in our group connects no problem with same conditions.
