That sounds more like a problem with your proxy/etc.

well im using pso2 tweaker with "http://linode.cyberkitsune.net:8080/config.json" as the proxy. My isp blocks pso2.jp so i have to use a proxy server. I'm re checking files in tweaker. so what am i missing?

Honestly, unless you can convince your ISP to accept an IP prefix that a majority of all ISPs refuse, you're kinda SOL. There is apparently an acceptable route, but it's very unstable supposedly and still isn't picked up by most ISPs.
