Up until now, they've only happened twice a year.

Something relevant:
Yesterday, I was able to get an XQ Bio weapon to latent level 2 with almost no risk reduction or failures.
Then it suddenly failed non-stop and I couldn't get above around +3 for the longest time.
Once I got past that, I got to maxed level 3 pretty quickly. RNG yay.

we usually have them as a Panel rewards event. every once in a blue moond we can get a 5% boost, but don't count on it. we recently just had a panel event, so don't be expecting an event anytime soon.

In the meantime, you can start planing out to improve your gear and start getting your fodders, since it would be hella expensive if you wait in until the last minute o/
