Error 249 Unable to Connect

Hello!

I've been playing PSO2 since 2012 up til now and have had no issues connecting to the game. Even with the DDoS that happened a while back, I've still been able to connect to the game. But recently it seems that I cannot connect anymore since I've gotten a new modem. My ISP is Verizon Vios, I have also looked at my recent login history with the Public VPN and my IP is still the same as before I've had these problems. Is this something new now with Vios that we are just now getting? Or is it something to do with my new modem?
