Really would like to play again

So I just completely updated the game and I got back on assuming that from a couple months ago I would easily be able to long on again. Unfortunately I still can't, I'm running into an error 249. When I log on all of the ships are grayed out. And I can't remember what I have to do to make my self able to log on. I know people were talking about a VPN or something of that nature but I'm not entirely sure where to go. If anyone would be more than willing to help me fix my issue I would greatly appreciate it! Thank you!
