One is a damage bonus if the weapon is crafted, the other is hp vampire for melee attacks with that rod. Don't know the percents.
No need to create a new topic for that (Quick Question Topic link).Or SWIKI : HERE -> 5%/6%/7% for the craft bonus, 10%/12%/15% for the HP absorb one.

10-15% for HP Vamp
However the Vamp is "fixed probability" so it wont ALWAYS give that much HP in vamp. or something
