are you sure you getting required points/rank all the time? are you using team tree buff for raredrop too ? some people in our team got few 13* in past 2-3 days, just keep trying and sooner or later you will get it
lol, there's people who killed 1k Angas and have not found a 13* weapon yet.

i use like 30 pair of 100% tri + 250% drop rate at boost weeks and still not even have one
my friend use 250% and got 2 13* in 2 hours
it's all RNG, don't cry
Dropping the Saiki set or 12 stars from Falz Elder are like a walk in the park compared to dropping a 13 stars from anga.
