It lowers your mag's stat by 1 level. Only good for fixing things like 189 ATK/1 DEX situations.

don't underestimate how easy it is to get large stock piles of cubes right now. the fact that it's trivial to get 50+ cubes out of 1 magatsu eq without even using boosts makes fixing pretty broken mags more feasible than you'd think. you can get a full stack of cubes over the course of a few weeks, which is enough to shift 20 levels.
