Though according to Pietro, it's only hard to level when you're using low rarity eggs, so I'm going to assume that 10*+ eggs still level quite quickly.

So do I keep grinding eggs at the candy shop to level up a pets rarity rating? or do i have to just find that particular rarity of egg to use at the grind

From what I can gather, it sounds like any of the boss or TD EQs can drop 13* pets.

Even saw someone claiming have gotten one from Falz Arms.

They also seem to be zone drops in UQs.

a 13* egg from 101 -> 102 was 15~20% of its bar, the rest are uh, not that great

I am still on the fence about that. /BR has stance and attack advance. /TE has EWH, easier application of techs for Sympathy, larger Zondeel, and better PP management. I think that /BR is probably better until one collects a rainbow set and then it might head to /TE.

You're not getting a rainbow set with the 10 pet limitation unless you want to keep spending for changers.

I think /Br is the best because you get 25% flat damage for mobs and 45% damage for bosses (Since they almost always have weak spots). Pets restore PP very well so I don't think the PP from TE is really necessary.
