so i got this today after i enabled my onboard Realtek HD sound card (i use a dedicated card usually, wanted to have a separate input/output for audio mixing and voip) and it what was causing it for me, in case someone gets this, surprisingly enough this https://support.microsoft.com/en-us/kb/812759 mentions stuff related to creative drivers/software but none of this helped me so i simply disabled the onboard sound and it went away
