I'm experiencing the same issue also...
I'm @ Portugal.
Played on my Vita most part of the morning without issue, then at around 15/16h, started to have issues loging in the game.
Right now, I can barely login, all ships show green after a bunch of time waiting...
Can login most of the time, but after a few seconds, WHEN I'm able to reach the lobby, I get 630...
My ISP is Cabovisão btw.

Don't think it's an ISP problem. Tried it on 2 computers.
1 of them had a little lag but only had maybe 3 or 4 630s and that was during the Loser EQ and the 4 was literally back to back. Got on, 630, got on, 630, got on, loaded, 630.
The other computer though..., since this morning when an EQ was up (as I just tested and it's working 100% fine now as the other computer), there's no lag or 630ing. The other computer would 630 at least 20 or so times witin 10 mins.
Also getting one of my friends to log onto the other computer to test it, it seems that the error 249 ad Connection Timed Out is while you're kicked off/630d, your character still stays logged in for sometimes 1 or 2 mins after you dced which can cause reconnection issues.
I've done some tracert's and it seems the connections to the PSO2 servers are pretty much normal, ping is also within the usual values... My guess is that the server might be infact under some load in the background (as some of you have already mentioned) and it's prioritizing closer connections (lower ping values)...
Then again... It's just speculation...

I was able to complete a full TACO / XQ set, only experienced some lag at the last XQ. Hopefully I'll be able to login tomorrow. :/
Super Lag starts here again... someone else too?
Random lag during login screens, infinite tunnel when loading lobby. All with vanilla/freshly checked client.
I can confirm this is back, unfortunatelly... =S
Access to the PSO2.JP website is normal.
