The tech/photon and magic/mana thing being the same is just Xierra trying to say its just a different term for it, but actually its probably not what she think it is. Alma did said magic is something different.

Xierra was specifically talking about the magic and mana in Omega because of how easy it is for us to analyze it, and how compatible photons are with the buster towers. While it's possible there's some differences in how they utilize it, I'm pretty sure mana and photons are the same thing, or at the very least, more similar than Ether was.

Alma was specifically talking about her ability to stop time, which seems to be a completely different thing entirely, and has nothing to do with magic in Omega.

when alma does the "time stop" and telling everyone that luther was simply copy her, she also said it wasn't a tech, it is some sort of ability magic, in my head I was thinking did sega want to add that kind of class next episode? ... hmmm ...
