Ebay PSO games but without or used serial or key codes?

So what good is it to buy for example a copy of pso i&2 for gamecube if the serial and key been used or isn't included with it?
What options if any are currently available to deal with this or problem?I'm looking mainly to use this for offline multiply player on a extra gamecube.

This should not cause any problems at all for offline play as the game does not ask for a serial there. The serial key is only used for online play and I believe with private servers you can work around it anyway. As in I don't think it's needed at all beyond the official servers' implementation. But it's been too long since I've played PSO GC online on private servers to say for sure.
