    maybe its because it was a holiday rappy release? it should be there. i heard that the easter rappys were there. if not, just look for a hacker. >_<

    Actually, it was pulled out of the Easter Rappy, and moved to the new quest Seat of the Heart, and into the Tower enemies (So all Control Towers quest has it, if you have the right Section ID). The quest just needs to come out on XBox, so just wait a month or two ^_^
