My mag is level 80 and he still has only 2 photon blasts and has not evolved since level 30!!! IS there something wrong with him??
He is brown and is two S shapes.. His name is Ila or something similiar... he has 20 def, 0 power, 1 dex, 59 mind..
Is he ill? Im starting to fear that he will never grow up into a full grown mag!
That happened to my mag as well, it happens when two evolutions gain the same Photon Blast. Unless you can change a stat enough to force another evolution you will NOT gain another PB. Try make the power stat greater than your dex and see what happens.
This seems to happen alot. Not to mine, but to "SUper Unluck Person X" (I really don't remember the name.) , that same person had her DB's Saber stolen by Duo Maxwell and was stolen from 5 other times ! NOW THAT IS BAD LUCK !

My Hunter's Varaha mag is 200 and only has 2 PBs. My advice is to not worry about it, because in ultimate mode your PBs really won't matter much.
