What is "S-Beat's Arms"?

I just got this item but I don't know how to use it S-Beat's Arms. I can't equip it or anything.
Does anyone know what this Item is?

Hello there. I believe the S-Beat's Arm is a quest item that you must give to Dr. Montauge in an offline quest. That is, after you have done The Doc's Secret Plan. After you do that quest, partake in either Unsealed Doors or Dr. Osto's Research quests and you can give it to him and he will make the S-Beat's Blade. The Doc is a force character who is just wondering around outside the door to Ragol. Shouldn't miss him.
