NPC's aren't bound by item restrictions, ie. the HUnewearl that uses a rifle(forgot quest).
I thought it was Great Sword Zoke, not 3 Sword.
Yup,right in that quest he's using Sange & Yasha.
The quest with the HUnewearl with the rifle is the Grave's Butler where you take Matha Grave into the Caves to discover that Blant the butler is dead.
the HUnewearl has a Bringer's Rifle which is equibable by most everyone, I believe.
Valleta's weapon was a Sniper in the Dreamcast version of the quest, I think. It might have been changed to a C-BRINGER'S RIFLE, though, I might have to look again.
A trivial fact to note was that the C-BRINGER'S RIFLE was Ranger-only in the Dreamcast version. When Soul of Steel was released with a C-BRINGER'S RIFLE toting Dr. Montague, eh, it was kind of amusing.

Actually, a RAmar can indeed equip dual swords, I believe. I know one of the really odd things is that even FOmarls can equip them.
RAs can't use any Double Sword weapon, FOs can use the G-Assassin's Sabers, but that's it. The HUnewearl in the quest uses a standard photon rifle, not a C-Bringer's, which HUnewearls can't use either.
Yeah,no HUnter can use Chaos Bringer's Rifle,and also I believe Shot-types are RAnger only.
