in one of your posts you made with pictures it read that the quest would be up by the 21st for the xbox unless sonic team or whomever let xbox have it a bit early
This isn't a quest. The rappies appear in Episode 2 Temple in any difficulty. The Halloween Quest is where you collect cakes for a Jak O Lantern. It's an alternative to hunting the rappies for the lanterns.
Oh, and by the way, yes I did get the drop but I haven't opened it yet.
