The PSO PC servers are free to anyone with a legitimate, unbanned PSO PC serial and access key until the servers shut down completely on the 31st. No Hunter's License or signup is required.
This is not a glitch - Sonic Team said that they were going to do this.

I could reinstall my copy onto my PII Laptop. Wait, it doesn't support laptops (or so they claim).
It works on my laptop... If you get the problem where the game just won't start after getting an error, try clicking the mouse a few times when the game is about to start (after closing the movie).
