If you are talking about just PSO version 2, than I don't think that is true. I am pretty sure that every region has to pay to play. I don't see any logic in that rumor. However if you are talking about PSO Episode I & II, I don't know.

Unless I`ve missed some news (which is very possible in my case), PSO v2 EU for DC requires no hunters license.
Unless you`re talking about the overall cost of the european v2, which is pretty close to free(around US $14). If it`s still available.
