Yep, you have to head to "Toward the Future" and talk to the man (blue and orange suite) standing near the Hospital.
Just bring the badges with you (in your pockets, not the bank) and talk to him.
I figured out why I couldn't find him... I was looking near the bank... heh n_n; well, thanx for clearing that up for me.
