I've heard a lot of talk about using it when raising PM's. Where is it, offline?

There isnt one offline.

Its online (I havent played Story Mode). Its in your room directly across from your PM starting location in the wall there. Looks like a cabinet. Put things in it and all your characters can have access to it for transferring between characters.
