Do you have a higher chance of getting De Ragan tails on Pla

I found a tail in C rank soloing for nothing XD on my first run XD

I've found 6 in all of my time in De Ragan C, all with 0 luck.

Success! After hours of riggerous dragon slaying, I finally worked up three tails, and after that, a De Ragan head!

Let me tell you, those 15 minutes waiting on that 64% was the most intense moment of my life.
