yes, and if you put an IM photon it, it gives your item better accuracy...
And if you put an EL photon in, it gives it more PP.
And if you put a hustle berry in, it will heal you when you die...

No. If you use a Photon, IM Photon or El Photon, you will create the same weapon, but with no elemental bonus. Not bad if you want no penalty vs. any element ememy, but most people choose to put an element in their weapons.
IM Photons are used to craft Ranged weapons (rifles, twin handguns, bows, etc.)
EL Photons are used to craft Tech weapons (rods, wands)
