Just because a weapon's strong doesn't make it the best. You have to pay attention to its attributes, too. > Everybody

I would have to say when a weapon is better than another weapon that makes it better, with that aside yes someone weapons in some case can be equal in strenght with having lower atp such as frozen shooter is much stronger in ability than alot of weapons with higher atp.....
