If it's the same music as what plays during the briefing with Tomrain before MAG and when talking to Jean at the badge exchange map, it's "Day Dawns" and you can get it from Jean's lottery. It's PSO Disc 8.

LOL I love the music during the lottery. I also like the little noises Dr. Montague makes while you wait for the item to be decided (they're the old PSO symbol chat sound effects).

You know if the screen flashes and Dr. Montague makes a high pitched symbol chat scream you're gonna get something good!
