How do I make a 195 mind mag?

I am a bit old on pso but always offline. Finally I could find a modem and hopefull next week going online so I am wondering how to I make a 195 mind mag and if it can be a devil wings or angel wings?

If you're offline you can't make a Devil Wings or Angel Wings MAG, and certainly not a 195 MIND one. You have to use MAG cells to get a Wings MAG, and you can only get a stat to 195 on a System MAG, which requires a MAG cell. MAG cells are NOT aquirable offline. Once you get Online, I'm sure you'll be able to trade for either the cells or the MAGs themselves. Making a 195 anything system MAG is painfully easy, too. Anyway, you need to get a Mark 3 MAG (or you could just find a system MAG with 195 MIND already and trade for it.). Then you feed it nothing but Difluids until level 200. Yay. You cannot have a 195 MAG of any sort that is not a system MAG, however.

Many MAGs, I think, that have outrageous stats like that are hacked.

Not really, you CAN make a MAGS with 195 on one stat it's easy as hell, but only system mags I believe, but it's far very far from a hack or being impossible.
