They both have a good main menu that shows what the game title is. PSU looks a bit better though since it has a custom logo unlike the Hello Kitty one.

A carnival sounds like a lot of fun. I'm not really feeling any excitement for the space colony.
Screen Immediately After Pressing Start: PSU < Hello Kitty
This is the end of the Hello Kitty opening cutscene that wraps up in about 15 seconds and can be skipped. The cutscene for PSU is still ongoing and has to be skipped multiple times.

More anime talking heads for PSU. Hello Kitty has a screen that is static until the start button is pressed.
Pacing: PSU < Hello Kitty
An additional anime talking heads after being given the ability to move but before actually playing the game. Hello Kitty is still at the static screen waiting for the start button to be pressed.
Withholding of Game Mechanics: PSU < Hello Kitty
In Hello Kitty the point is to line up three delicious cakes in a row and then they go into the cake bag. Stacking three on top of each other makes a larger cake which is required on two levels of the game. There are six levels total. PSU's mechanics are around the same as PSO's except the timing is gone but it is back in the expansion. There are many stages with new ones added irregularly.
Game Mechanics: PSU > Hello Kitty
Overall I'd say Hello Kitty is good arcadey fun for five to ten minute short bursts while PSU is a good SEGA/scifi/anime RPG type experience for hanging out with people online for at least thirty minutes to an hour.
