PSOPC and PSOBB are on the computer.

PsO is online in its own special way.

It first derived off of the gaming consoles. SO it was half and half. now, since Blue Burst, you can play on your computer without aid from a console.

Depends on what you want out of the game. PSOPC is a direct port of the Dreamcast V2 game so it only contains episode 1. It has client side saving so you can play it offline and the saves are yours. Blue Burst is server side saving so there is no offline mode. Since the official servers are down except for the Japan one, you'll have to find a private server to play on. Google is your friend here as we can't tell you where to go or how to connect. Forum rules. Blue Burst is a port of PSO xbox so it contains Episode 1 and 2 as well as the added episode 4. There are more weapons, armor, and items as well. PSOPC can be a little difficult to find a download like for though I'm sure someone can provide you with one. The private servers usually have a dowload copy for BB so its easy to get your hands on one.

The thing is with PSOBB it has a problem were you have to go to it's file location and use the online.exe program or else it doesn't work. If you have Vista on the other hand you have to run the online.exe as an administrator.

A problem solved in roughly 45 seconds or less, but yeah a problem that's annoying nonetheless.
