Yes, but as noted at the bottom, just because it's on the same tier doesn't mean it's of the same value... for armors, they're all pretty much one or two tiers BELOW what they say they are, because armors are basically not entirely worth it. Once you get Pizza Box, not much else is better than that, and so everything else is like nothing... the only reason it's Tier 3 is because it's rare, and therefore I could not put it lower than that... <.<
