Have you tried deleting the GameGuard folders and more importantly the registry entries? you can do this easily using the Tweaker (Orb>Troubleshooting>Fix GameGuard Errors), and then REBOOTING your computer before launching PSO2 again.
*it's important to reboot after deleting the GG registry as they may still be loaded in your RAM and may simply be *restored* when you download GG again*

EDIT: gameguard problem still there...it seems they block any programs that show FPS ?using radeonpro show FPS so can we just disable it?
i already tried allow firewall, turn off anti virus but still no result >.<

1. Same as Sizu, my game didn't crash when I had Fraps on so I highly doubt GG's blocking it.
2. You can always set your FPS counter to "Hidden" under RP's Setting and use OSD instead.
3. No you don't need to add an exception on both firewall and AV if you've been following the tutorial and seilent's workaround.
Anyway, you'll be fine playing the game w/o RP or SweetFX.
Actually, What antivirus are you using?
Try uninstalling it first, run the game with SweetFX< see if GG is still giving problem, if not, then switch to another AV.

my AV is windows Defender it's default AV for windows 8
now the heck with this error??
Just to be sure, did you put the SweetFX files in the PSO2 directory? If you did, delete them. I believe you are the first person who has had this problem using RadeonPro, so I'm assuming you already knew how to install sweetfx and sped through the instructions and missed that step Then again, I could be completely wrong
Start MSI after burner before starting PSO2, that works for me.
