why is there rage? the ToS states clearly since more than a year that connections from outside japan aren't allowed

But they took people's money, sold their Vita game worldwide. They can't do that then hide behind the ToS when they do things like that.

Just because you can import the VITA game doesn't mean they're actually selling it worldwide. They're not.
