Can't log in (NOT Error 107/249)

In fact, I get no error whatsoever. My game refuses to go past accepting the ToS before crashing in the same spot every time I boot the game up, and I honestly have no clue what's causing it. I could run the game fine before the DDoS took place.

So far, I've tried

• Trying to log in via tweaker, with and without a VPN.
• File checking via the Vanilla Launcher and the Tweaker.
• Reupdating via Tweaker.
• Troubleshooting Gameguard and PSO2.exes
• Troubleshooting PSO2 permissions.
• Removing all patches (aka the English patch)
• Lowering my graphics settings to minimum.

and I can't seem to think of what the issue is. The only thing I haven't tried (yet) is checking my graphics drivers, but even last time when that was an issue, I could still play the game and log in. Right now, I can't even get to the ship select, as it keeps crashing to desktop, without giving me any errors whatsoever.
Any suggestions short of uninstalling the game would help since my internet is super slow, and I'd rather not spend 3 days redownloading the game only for the problem to persist. Spoiler is a picture of how far it lets me go.

EDIT-Tried updating Graphics drivers. No change.

I have no clue what to actually suggest, since you already tried lowering graphics, but drivers may be an issue, since, if I remember right, the game loads 3D models of ships right after the ToS.

But, really, no idea what could wrong.

And have you installed anything after the last time you could get to the ship select screen? ...A VPN client, maybe?

I have a VPN client, but I downloaded that after this issue had started, to try and help with it, actually.

I have this same exact issue. And I feel your pain. Took me 3 days to install, and i've been trying to fix this game for 4... Sega must some sort of voo-doo on it.

I have had this issue before, and I found it typically has to do with either Putty not responding, or my internet timing out (only it takes 10+ minutes to do so)
I suggest updating or re-installing the program(s) you use for your VPN, or talk to your ISP about your connection troubles to other countries such as japan.
