A few hundred, at least. If you go here, then hit Ship2, you can see the current player count. B1 is primarily English players, though it is a bit more of a social block, and B10 tends to have a decent number of English players running SH EQs. Other than that, you still have a smattering of English players throughout the other blocks.

If you have the Casino Coins to spare, use two Rare Enemy Triggers. When used on SH, the E-Code they trigger will either give you an 11★ Rear/P Drive or a Peach ARKS Badge; you can trade in two Peach Badges for a Rear/P Drive.
