They appear, but rarely.

You can get it doing any EQ in XH, just it's more rare, but I usually get a bunch of lvl17 discs of other bosses (for example, getting Guilty Break 17 in last christmas EQ)

Yea I am aware of that, just that I have been extremely unlucky with BHS17. I literally got 30+ BHS16 from XH EQ and +high risk coast SHAQ, and still not a single BHS17
