Gunner is one of those classes that has a lot of great main-class skills, but doesn't give much even to its R-Atk friends.
Zero Range Advance is an okay damage modifier, but it isn't exactly easy to put to use with rifle and launcher, especially when their best PAs are better done from a distance. PAs on those weapons don't give any super armor, either, so you sure wish you had something like Massive Hunter when doing them up close (which will be an option soon, oh boy). But if we're theorizing about rings, you'd probably still want a Hunter sub tree with a Perfect Keeper ring instead.
But still, right now, Satellite Cannon, End Attract, Cluster Bullet and Divine Launcher are all better at Sharpshooter distance, where you don't risk getting flinched.
Other good skills Gunner has to offer to Ranger are the same three that it offers to anyone else: Chain Trigger, Perfect Keeper, Attack PP Restorate. ZRA and PK combined give a better total damage modifier than Hunter's skills, but they don't help the actually good attacks that Ranger has. CT is not the easiest to use, especially with WB active, and Ranger's weapons don't have their own Satellite Aim that can easily go from building up chain count to dealing a massive burst of damage. APPR is a good skill, but PP isn't that much of an issue with traps, Killing Bonus, Orbit and the upcoming PP Convert ring.
EDIT: Never mind, counted it wrong. Gunner gives the same damage bonus as Hunter (even lower if you use Fury Combo), but is a huge pain in the ass to use in comparison.
Short version: Ra/Gu is bad.
