Nope. Online only.
If your friend plays online or a friend plays online, they can exchange photon drops with Pagani on the Gallon's Shop quest for the blue black stone. Then, they can transfer or trade the item to you in offline play.
Some people (check the trade forum) might be able to get one for you and send it on a temp. char via a memory card. You might try and post for a trade.

Thank you for your help. If I dont get Black King Bar, then I will have to settle for double cannon if I can scynsta(sp?). *sigh*
