I think this is why some people don't see their precede folders much less not bale to patch the game.

This thread is here to inform current and future Phantasy Star Online 2 users about the new update that will be performed on Sep. 4th, 2013 @ 11:00 to 17:00 JST. This week's periodic maintenance for PSO2 JP will be conducted on Wednesday, September 4, 2013 by SEGA. The update will run from its normally scheduled maintenance period, which is 11:00 to 17:00 JST (10:00 PM Tuesday to 4:00 AM Wednesday EDT).
Note About Pre-Patches: SEGA has stopped the pre-patch downloads from running. If you are missing your '_precede' folder, please note it is a result of the maintenance that is currently underway. When the servers come back online, follow the instructions bellow if you want to get setup with the most recent JP files.
DISCLAIMER:
All users of PSO2 Tweaker are now required to re-download the program from the following link in order to avoid having an error that will inhibit Phantasy Star Online 2 from launching. This is a requirement for all users of PSO2 Tweaker prior to the 2.5.4.0 update made last week by AIDA in order to both download and install patches to get them working in-game. The reason for this is due to the old patch server crashing. The newer patch server is faster, meaning that both download and install speeds should also become much faster. This should benefit all users with the new updates made on September 4th, 2013 as it will allow faster download and install time for the vanilla JP files and re-installing the English Patch/English Large Files/English Story Patch thereafter. Please note that all you need to do to set this up is download the file to the same location as your current 'PSO2 Tweaker.exe' file. This will allow you to overwrite the file with the new one. To do this, start up PSO2 Tweaker, click on the Orb in the top-left, and click on 'Check for PSO2 Updates'. Select 'No' when the dialog box shows up, and let the install of the vanilla JP files finish. After the update, you want to go back into the Orb menu, go to Install/Update Patches > English Patch/English Large Files/English Story Patch (as needed), and re-enable the 'Translate Items' option in the Orb's menu.
Please note that errors or crashes can occur past the scheduled maintenance. If you need any assistance with errors or issues in PSO2 that are related to the Tweaker, or encounter any errors post-maintenance, please provide us your qualms on this thread and we will address them ASAP: http://www.pso-world.com/forums/showthread.php?t=207248
If the update stalls at any point, please restart the PSO2 JP Launcher or PSO2 Tweaker (depending on where you normally install the updates from). Then, redo the process you were working on in order to continue where you left off. Please note that this is a large content update that is 2.7 GB in total download size.
Following the regularly scheduled maintenance period for Wednesday, October 9th, 2013, the Halloween Event Lobby will be going active! (You can commence howling now. )
MAG Ownership Cap Increased

MAGs can be used to effectively boost the stats of your character. Due to growing demand for more stat combinations, the number of MAGs you can have per character has been doubled from 10 to 20.
Note: To get a new MAG, you will have to purchase one with AC through the AC Shop. To do so, press Esc while in-game to bring up the Main Menu > Go to Arks Cash > AC Shop > AC Shop (Inventory/Storage). Please know that if a MAG Ticket is used it registers that particular MAG to the character, not the account. MAGs cannot be stored or switched between characters.

Depending on your time zone, days will start at varying time periods. If you are going off of EDT, each new day begins at 11:00 AM of the day prior to what is stated above. For instance, September 6th would begin in the EDT time zone at 11:00 AM on September 5th.
AC Purchase Campaign #6

The sixth AC purchase campaign officially started rolling out since September 2nd at 11:00 JST (September 1st, 10:00 PM EDT) and will continue to go into effect until September 30th at 23:59 JST (10:59 AM EDT).
During this campaign, those who purchase 2000 AC and/or 5000 AC and add the acquired AC onto your account through SEGA JP's site will automatically be enrolled into this campaign to receive eligible items through a Visiphone Terminal near you!
2000 AC Reward Items
If you add 2000 AC to your account, you will be eligible to receive the following items through your Visiphone:

Account Bans from Malicious Activity in August 2013
There has been an on-going issue with RMT (Real Money Trading) outside of Phantasy Star Online 2 for in-game Meseta by RMT suppliers. SEGA has implemented a stop action across the board for any users they find maliciously selling and/or disbursing in-game virtual receivables.
Anyone who has been found trading with these RMT suppliers will find the Meseta and in-game items bought with that Meseta completely taken away from the players due to the players themselves having unauthorized access to those items. If your account has been linked with one of the RMT suppliers out there, you WILL be permanently banned.
This update is required to play the game post the aforementioned time.
The game's title screen should read the following version number after the update is performed: ver. 2.0101.0
2.7 GB of free hard drive disk space is necessary for this update to be performed. If you are downloading and installing Phantasy Star Online 2 for the first time, the total disk space necessary for all of the game's content will be 13.8 GB.
If you have already downloaded both pre-patches for the game, then you will only have a 60 MB patch to download. The pre-patches can only be downloaded through the PSO2 Launcher as Tweaker does not support pre-patches. (Thanks, Ezo!)

Never done a prepatch before, so is there anyway to tell if I have them downloaded?
Are you able to download both prepatch parts at anytime after the dates or only at the set dates?

When opening the launcher, if a message appears asking you to do the pre-patch, means that you haven't done it completely yet. If no message appears, then you have completed it.

Incorrect translation. What is actually said is that the meseta and items you buy from RMT sites are obtained from account theft and the people buying RMT are supporting this practice and are therefore cunts.

Prepare for a large uproar from innocent players losing their stuffs due to an accident on Sega's side. or Prepare for a large uproar from those that were participating with the RMT.
