Sega announced at E3 today that Phantasy Star Online 2 will make its North American debut on the Microsoft Xbox One and Windows 10 in Spring 2020. According to the trailer, Phantasy Star Online 2 will be free to play, feature cross-play, and release with "all the content." When asked about about a potential European release, the Sega tweeted that "there is nothing to confirm" at the moment.
