Heh, yeah, that's the thing; sometimes they don't bother applying it properly, like what happened with KitN, or even PSP2; when I went to get PSP2 at launch, the clerk gave me the same answer: "There's no french on it, trollololol, you gotta order it, DUR". Funny thing, the PSP2 manual I have comes in English and French, not to mention the box has a french translation too. But that's behind me anyways; blew off that steam eons ago. I might get in the chat, but, my connection being unstable atm, I'll most likely be idle or answer even slower than usual.
