It could have dropped during one of those PSEs that boost element drops too. Or they bough them all...

I mean, it could be that he just keeps running mines looking for a demonic fork, and picked up a handful of them. So he decided to pool them into the best one he had with a couple 5% element boost items.

That's what I'd do. Every element duduing would be done with a 5% boost item, for at minimum 6% each and at best iirc 8% or 9%.

They drop off signo beats, so they're common enough anyways.

Noise blowers aren't THAT rare, if one drops with over 38% element, it would take 2 more blowers with 5% element boosters. I know a few people who found 2 noise blowers, 3 doesn't seem crazy.

8% is possible but it would need to be the same element and over 30%.

The 5% boosters can raise it to a decent level, and if the other weps have the same element they'll give +2 each. If they aren't the same element though, they only give about +1.

Attribute + Same Attribute (1-29%) = +2%
Attribute + Same Attribute (30-50%) = +3%
Attribute + No Attribute = +1%
Attribute + Different Attribute (1~29%) = +1%
Attribute + Different Attribute (30~50%) = +2%
