Mag question

I made a Diwari mag and its still level 100, but it only has two Photon Blasts. Did I mess up, or can it still get the third blast?

evolve the mag into something else, that new mag cannot have the same pb you have already or else the evolution will not add any new pb

It's a special mag, so I don't think it can evolve in something else.
