No problem. You will have to get your level up in order to do the missions which reward you with fragments.

All PAs can reach lv30 depending on class. FACT
Go to the 5th floor on colony and talk to the woman on the right, she tells you the limitations each class has on PAs.
PS. They are collectively known as PAs (Photon Arts), and are divided into three sub categories: Skills, Bullets and Techniques.
