Fulyen Curtz drops it on the highest difficulty, it's a relatively easy drop.

If you have already beaten the mission once, you'll be asked to "skip to trial" the next times. The trial being Curtz, so it's easily spammable.

As for the uses, it is a synthesis ingredient for the seasonal boards [B] Loveheart Line and [B] Kohibumiteri.

I should note (like another topic recently), that both of the boards you use Love Letter for are seasonal drops (as Kef said), which aren't currently available, unless you can find one through trade, which is extremely unlikely.

[B] Loveheart Line dropped from Jaggo Amure, which appeared during the White Day event.

[B] Kohibumiteri dropped from Rappy Amure, which appeared during the Valentine's Day event.

If you can't find a board on sale, you'll probably have to wait until next year to get another shot at the boards.
