This is confirmed right ? on Episode 3 Chapter 2. I'm going out on a whim here and i'm going to admit something that might not shock people, but i'm not crazy about the game's story. It drops from any rank, Tylor is level 95 (or something around there, I've forgotten) on every rank. It's just a matter of killing him in the time limit.
Any idea on the drop rates, if they increase if you run the higher ranked mission ?
