Can my mag be evolved again after it has hit it's 4th evo?

Okay...say my Mag is Diwari (the only 4th evoloution mag I can think of right now) and I have a Heart of Devil...could I make that Diwari a Devil Wings?

Your mag will never evolve again if it undergoes a lvl 100 evolution, even with a mag cell.

I don't think that if you can use mag cells once your mag has reached its rare mag evolution. I dunno may get another opinion though.
