Max I've seen on today is two full stars, so 400-500 people on Universe 2. This is a completely unrelated issue, and I'm sure it'll be resolved soon. As Kylie said, go find a life for a bit and you'll be fine ^_^

It's just the billing site that's down. You know, the place that manages our accounts. It's happened before, and they'll probably have it fixed soon.
