Well, if you look at the numbers, the second part of Chikki hits twice @ 200% at level 40 now.
So, I don't think Choutou gets stronger than Chikki until level 26+ since level 21~30 of Choutou's attack modifier is 392%-410% and Choutou's second part only hits once.
Ex. Say your base attack is 100 and Chikki at level 40 does a 200% twice, for the second part, you'd hit for 400.
Choutou's second part at level 11 would only hit for 372, but only hit once.
At level 26+ it'd hit once for 402% (I think), so you'd hit for 402.
